Terms and Conditions

CAAR Program Terms and Conditions

1. Eligibility

1.1. Vehicle eligibility is determined by program criteria and does not guarantee that a repair will be approved.
1.2. Repairs are prioritized based on the likelihood of improving air quality and demonstrated customer need.
1.3. Applicants uncertain about eligibility are encouraged to apply; all applications will be reviewed on a case-by-case basis.

2. Proof of Ownership and Applicant Requirements

2.1. The applicant must provide valid proof of ownership, including:

  • A valid driver’s license

  • Current vehicle title

  • Vehicle registration

2.2. Applicants under the age of 18 must have a parent or legal guardian sign all paperwork.

3. Vehicle Type

3.1. Eligible vehicles must be gasoline-fueled internal combustion engine vehicles or hybrids.
3.2. Diesel-powered vehicles are not eligible.
3.3. Fully electric vehicles are not eligible.

4. Emissions Requirements

4.1. In most cases, vehicles must have a failed emissions test from an authorized Colorado emissions testing facility.
4.2. Exceptions may be made if:

  • A catalytic converter has been stolen or damaged, or

  • An emissions technician provides written recommendation for eligibility.

4.3. For stolen catalytic converters, a valid police report may be required.

5. Residency

5.1. Vehicles must be registered in one of the following Colorado counties:

  • Adams

  • Arapahoe

  • Boulder

  • Broomfield

  • Denver

  • Douglas

  • Jefferson

6. Vehicle Age

6.1. Eligible vehicles must be model years 1996–2016.
6.2. Vehicles from 1995 or older are not eligible.

7. Vehicle Condition

7.1. Vehicles must:

  • Be operational at the time of application

  • Have fewer than 300,000 miles

  • Not have altered tires, suspension, or other unsafe conditions that prevent testing

  • Not have deliberately tampered emissions control systems (with the exception of stolen emissions components)

7.2. Oversized vehicles, including RVs, are generally not eligible. Exceptions may be reviewed on a case-by-case basis.

8. Limitations of the Program

8.1. Program funding is limited and not all eligible applicants are guaranteed service.
8.2. The CAAR program reserves the right to deny applications that do not meet requirements or fall outside the intent of the program.
8.3. Program terms, eligibility, and funding availability may change without notice.
